How to create a mobile skin?

I was wondering how I can create my own mobile skin for my forum & add the shoutbox to the mobile skin? Also make it to where in the menu users can access every function on the site that they are allowed to? I want to make my mobile skin look kind of like insanelyi's mobile skin looks with the extra option in the menu and all.
