Custom skin issues

Hi All can some body help me out please ,i'm converting/ripping a skin atm and it's my first proper one and more of a self teach project ,I'm trying to learn what to do correctly but have found myself stuck ,



1st problem:







i have tried moving the sign in and register into place etc but when the browser window is half sized they move and i cant work out what im missing to allign it and make it stick



2nd problem:







when the browser window is half sized the footer moves from center to the right and same as above i cant work out how to make it stick





3rd problem:







when signed in i have no problem with member bar moving when browser is half sized but the footer (full size screen)is not centered like the signed out part and when half size it pushs more to the right
